West Kowloon Cultural District Authority (the “Authority”) invites consultants to submit proposals for the Consultancy Services for Independent Environmental Checker for Zone 2, Zone 3 Remaining Works and the New Exit Road for the West Kowloon Cultural District (“WKCD”).
The consultant shall deliver services of Independent Environmental Checker (IEC) to perform independent environmental checking auditing and verification of the design and construction of the West Kowloon Cultural District (“WKCD”) Project by the Contractors to comply with the requirements in the WKCD Environmental Impact Assessment Report (EIA Report), Environmental Monitoring and Audit Manual (EM&A Manual), and the related Environmental Permit(s) and other relevant legal and contractual requirements.
Collection of Request for Proposal Documents:
Interested parties are required to express their interest to the Authority, by email to the following addresses providing their company name, address, contact telephone number, name and position of their contact person.
Only parties who have expressed their interest in submitting proposals may COLLECT the Request for Proposal Documents from the reception of the Authority’s Project Site Office.
All enquiries about the Request for Proposal Documents must be made formally on or before Hong Kong time 12:00 noon on 7 January 2020 in writing to the Authority by email in English to the above email addresses. Verbal and late enquiries will not be entertained.
Proposal submissions must reach the following address on or before Hong Kong time 12:00 noon on 14 January 2020. Electronic Submissions will not be accepted.

Late submissions will not be accepted. Any parties who have not expressed their interest will not be qualified to submit proposals in response to the Request for Proposal Documents.
All costs and expenses incurred for or in connection with any response to this invitation, including the preparation and/ or submission of the proposal, shall be entirely the responsibility of the interested parties.
The Authority is not bound to accept the lowest proposal or the proposal with the highest overall mark or any proposal and reserves the right to negotiate with any proposer. The Authority reserves the right to accept the proposal which the Authority at its sole discretion considers being the most advantageous overall to the Authority.
