West Kowloon Cultural District Authority (“Authority”) invites consultants to submit Proposals for the Consultancy Services for the Establishment of the 3D Reality Models (Stage II) (“Services”) for the West Kowloon Cultural District (“WKCD”).


  • The appointed Consultant will establish 3D Reality Models for the WKCD based on airborne photos acquired by Unmanned Aircraft Systems.
  • The Services will tentatively commence in March 2020 for a period of about 36 months.

Collection and Submission of Proposals:
Interested parties are required to express their interest by emailing to the following address their company name, address, contact telephone number, name and position of their contact person. before Hong Kong time 12:00 noon on 11 February 2020.

Only parties who have expressed their interest may COLLECT the Request for Proposals Documents (in the form of a CD-ROM) from the reception counter of the Authority’s Project Site Office on or after 11 February 2020. Submission of Proposals must be deposited into the Authority’s Tender Box at Units 608-613, Level 6, Core C, Cyberport 3, 100 Cyberport Road, Hong Kong at or before Hong Kong time 12:00 noon on 25 February 2020. ELECTRONIC OR LATE SUBMISSION OF PROPOSALS WILL NOT BE ACCEPTED. ANY PARTIES WHO HAVE NOT EXPRESSED THEIR INTEREST WILL NOT BE QUALIFIED TO SUBMIT PROPOSALS.

Interested parties should be aware that requests for clarification in relation to the Request for Proposal Documents must be emailed to the following address at or before Hong Kong time 12:00 noon on 18 February 2020. Verbal and late enquires will not be entertained.

All costs and expenses incurred for or in connection with any response to this invitation, including the preparation and/ or submission of a proposal, shall be entirely the responsibility of the interested parties.

The Authority is not bound to accept any proposal, the lowest proposal or the proposal with the highest overall mark or any proposal and reserves the right to negotiate with any interested party. The Authority reserves the right to accept the proposal which the Authority at its sole discretion considers being the most advantageous to the Authority.
